How to End the Filibuster

The following is a letter that I faxed to Vice President Biden on December 12, 2010

Dear Vice President Biden:

I understand that you have the power to eliminate the filibuster when you preside over the opening of the new term of the Senate.

In 1975 Vice President Rockefeller ruled that 51 votes would be needed to invoke cloture. The requirement for cloture previously was 67 votes. The Senate then decided to reduce the cloture vote, not to 51 but to the current 60.

If such action is available to you as President of the Senate, I urge you to do so. Such an action would drastically improve President Obama's and Democratic congressional leaders' ability to achieve administration objectives during the coming term.

In writing to you I recognize that you had many years in the Senate yourself and are very knowledgeable of the Senate's rules and traditions. I hope you will agree with me that the 60 vote cloture requirement endangers the ability of our government to function and should be done away with at this time.

I will write to my Illinois Senator, Dick Durbin, and urge him and Speaker Reed and the Democratic Caucus to support you on 51 vote cloture if you rule that way.
